What is the best flea treatments/combos?

I have a Chihuahua and 2 4 month old cats who have fleas. What is the best treatments to use? They have a few but are not infested yet, I have not had any jump on me. Does the Frontline stuff work? Should I use in conjunction with a flea collar?
