Is the sea level - level?

I know the earth bulges at the equator due to centrifugal force but what effect does this have on sea level? The sea is a liquid and should fill the space it occupies flat to the centre of gravity - does this mean the sea level on the equator is the same distance as the sea level on the polar region - from the exact geometric centre of the earth?
