Where could i get a dress like this from?

i would go to them cheap market stalls because you can get rar ra skirts from them, they are usually flourecent colours but you may be able to get black onces. and i saw a nice balck vest top that in peas that would be great for the top. hope that helps. aso looka round goth shops as it looks quite gothic.
